The Moment
Vol.17, pages 143–144 in the Japanese edition; VIZ Vol.17 at the corresponding panels. Drum Island. The recruitment started a page earlier at Luffy's usual speed — he sees a reindeer, he shouts 「おいお前いっしょに海賊やろう！！」, "LET'S BE PIRATES TO-GETHER!!" — and Chopper's refusal starts simple (「ダメだ！！おれとあいつらは違うんだ．．．！」「．．．無理だよ．．．」 — "I CAN'T!! I'M NOT LIKE THEM!! IT'S IMPOS-SIBLE...") and then, on the next page, becomes a complete, itemized proof of his own ineligibility:
「だっておれは．．．．．．．トナカイだ！！！」 — "BUT... I'M A REINDEER!!!" 「角だって．．．蹄だってあるし．．．．．！！」 — "I HAVE ANTLERS!! AND HOOVES!!" 「青っ鼻だし．．．．．．．．！！！」 — "AND A BLUE NOSE!!!" 「おれは＂人間〟の仲間でもないんだぞ！！」「バケモノだし．．．！！！」 — "BUT I'M NOT HUMAN LIKE YOU ARE!! I'M A MONSTER!!!" 「おれなんかお前らの仲間にはなれねェよ！！！」 — "I CAN NEVER BE PART OF YOUR GROUP!!!"
He is careful to say, mid-speech, that he wants to go — 「海賊にはなりたいけどさ．．．！！」, "OF COURSE I WANT TO BE A PIRATE!!" — and he closes politely: 「誘ってくれて」「ありがとう」「だから．．．お礼を言いにきたんだ！！！」「おれはここに残るけど」「いつかまたさ．．．気が向いたらここへ」 — "...FOR ASKING ME. THANK YOU... BUT I WANTED TO THANK YOU!!! I'M GOING TO STAY HERE. BUT PLEASE... COME BACK SOME-DAY... WHEN YOU FEEL LIKE IT." A rejection with a return-visit clause: the loneliest counteroffer in the series.
Luffy's entire rebuttal:
「うるせェ！！！いこう！！！！」 "JUST SHUT UP AND COME WITH US!!!!"
Oda holds a beat panel of pure silence — 「………………」 — an onlooker files the review — 「うるせェって勧誘があるかよ．．．」, "YEAH, THAT OUGHTA CHANGE HIS MIND." — and then the answer arrives anyway: 「おおおお!!!!」 — "YEAH!!!!"
The Argument He Refused to Have
Look at the structure of what Chopper built. Every plank is a category claim — reindeer, not human; monster, not 仲間 — and one balloon earlier Dr. Kureha has already told the crew how deep the wound runs: 「お前達に．．．．．．あいつの心を癒せるかい？」 — "CAN YOU HEAL HIS HEART?" A creature taxonomized out of every group he ever approached has taxonomized himself out of this one, preemptively, complete with gratitude and a forwarding address.
Luffy had, in fact, already tried arguing once — 「無理じゃねェさっ！！！楽しいのにっ！！！」, "IT'S NOT IMPOS-SIBLE!!! IT'LL BE FUN!!!" (p.142) — and it bounced off. So the second attempt doesn't argue. うるせェ refuses the premises wholesale; いこう replaces them with an itinerary. The rebuttal works because it declines to meet a category argument on category grounds: there is nothing in "let's go" for a taxonomy to grip.

Two words, two structures.
うるせェ is an い-adjective that has been through the rough-speech vowel fusion: うるさい → うるせェ, the /ai/ diphthong collapsing to a long /eː/, spelled with the katakana small ェ that marks delinquent register in manga (the ェ system has its own chapter). Semantically it is not advice about volume; it is a refusal to let the previous speech exist.
いこう is the volitional — the "let's" form — and as an invitation the volitional is inclusive by grammar: aimed at a listener, it cannot leave them out. Chopper has just delivered a proof that he is outside the group; Luffy's reply is a verb form whose morphology presupposes he is inside it. The argument is not rebutted. It is made ungrammatical.
Words to keep: うるさい (noisy; "shut up!"), 行く (いく, to go; volitional いこう = "let's go"), 癒す (いやす, to heal — Kureha's verb), バケモノ (monster — the word Chopper uses on himself).
The Voice
Luffy's rhetorical signature is refusing the premise instead of the argument, and this is its purest two-word specimen. Where a kinder captain would refute Chopper's self-disqualification point by point, Luffy denies it standing. The rough register is doing tenderness's job — an invitation that would embarrass everyone if said politely, delivered as a bark so nobody has to get sentimental about it. And the punctuation count is its own joke: the refusal gets three exclamation marks, the invitation four. The louder half of the sentence is the welcome.
The Echoes
The scene completes the 仲間 ladder the East Blue built: Usopp was informed he already belonged, Nami was claimed with a full page, Vivi will be scolded for forgetting — and Chopper, who used the word to exclude himself, gets the only recruitment in the set that contains no 仲間 at all. The answer to "I can never be one of you" is a verb form that already includes him.
In English
VIZ fuses the two shouts into one imperative — "JUST SHUT UP AND COME WITH US!!!!" — trading the two-beat rhythm for a single English sentence with the glorious load-bearing "JUST," and rescues the page's comedy by rebuilding the onlooker's flat tsukkomi as deadpan irony. Chopper's speech crosses at full force, and one of its planks even gains teeth in English: 「おれは＂人間〟の仲間でもないんだぞ！！」 — where 仲間 appears in its everyday, lowercase sense, the company of humans — becomes "BUT I'M NOT HUMAN LIKE YOU ARE!!", quietly absorbing the series' thesis-word yet again (the full record of that word's English career). Take-away
The volitional form is usually taught as "let's ~" and filed away as politeness furniture. This line shows its real power: 〜よう encodes joint action in the morphology itself, so choosing it makes a claim about who is included — before any argument is stated. Japanese routinely does social work inside verb endings that English does with whole sentences. Two words here replace a paragraph of "you belong with us, your objections don't matter, we are leaving together" — and the paragraph is in the conjugation. As a bonus, keep the scene as a model of what NOT to translate word-by-word: a category argument answered by grammar can only be carried into English by finding the fused imperative that performs the same refusal — which is exactly what VIZ did.
